Small and medium-sized enterprises account for 99% of the total number of enterprises, and more than 80% of them have pollution problems in industrial production. However, there has been no pollution control plan suitable for them, which makes the pollution discharge of small and medium-sized enterprises increasingly serious. The State Council issued the action plan for prevention and control of water pollution (hereinafter referred to as the "ten water articles") "ten water articles" issued by the State Council, which is a big blow to these enterprises. Local governments also face the dilemma of economic development and environmental governance.
Small and medium-sized enterprises belong to all kinds of industries. The sewage discharged is even more strange, and its area is extremely scattered, so it is even more difficult to manage. Small and medium-sized enterprises generally have relatively small sewage discharge and the traditional sewage treatment process is complex. It covers a large area, has a long construction period, high cost and complicated maintenance in the later stage. Pollution control enterprises are unwilling to undertake such small projects, and the enterprises that discharge pollutants cannot bear the high cost of projects.
